The Technical Committees/Subcommittees
Technical committees are established and dissolved by Bhutan Standards Bureau. The Bureau may modify/upgrade an existing sub-committee into a new technical committee, following consultation with the technical committee concerned. Sub-Committees are established and dissolved by the parent technical committee, subject to ratification by the National Standards Council. A Sub-Committee shall comprise some members of the technical committee. The title and scope of a sub-committee shall be defined by the technical committee and shall be within the defined scope of the parent technical committee. Technical committees and sub-committees may establish working groups for specific tasks. A working group or panel shall report to its technical committee or sub-committee through a convener appointed by the corresponding technical committee. >>>>
>>>> The primary duty of technical committees is the preparation of national standards, and this is carried out with the assistance of sub-committees and working groups. Technical Committees, sub-committees and working groups should see to it that all necessary aspects of a subject are dealt with and that there is no duplication or contradiction of their work with respect to that of other technical committees. Normally each Technical Committee is constituted by the Secretariat (SQCA) and judicious balance is maintained between official and private representative. The Chairmen of the Technical committees will be appointed by the Minister, MoWHS. A technical officer of SQCA is member secretary. The technical committees may co-opt additional member subject to reporting to Secretariat. They may constitute subcommittees/panels under it and appoint their conveners.
