The Standards & Quality Control Authority (SQCA), Ministry of Works & Human Settlement has been developing standards and promoting quality in the construction sector. It has been pursuing its activities to meet its long term mission “development of national standards on engineering and construction and ensuring their implementation to bring about high quality physical infrastructure that give value to investment”. With faster pace of development of the Bhutanese economy and the proposed accession of Bhutan to the World Trade Organization (WTO), SQCA has been entrusted with additional responsibilities in the field of standardization and metrology. SQCA has been identified as the National Enquiry Point on Technical Barriers to Trade (TBT), a requirement under the WTO Agreement on TBT.
The Good Governance Plus (GG+) document recommends SQCA to be designated as the National Standards Organization. SQCA became a correspondent member of the International Standardization Organization (ISO) in January 2005 and a member of the International Electro-Technical Commission’s Affiliate Country Programme (IEC-ACP) in July 2006.
